Visitor passes are not really for the visitors. I mean after all they know they are visiting. It is really for the security and peace of mind of the people in the general area of where they are visiting. Take for example what just happened moments ago here at my job. I contacted Dell to address two servers that have hard drives that failed. The short version is that they dispatched two separate technicians with respective parts that arrived within 10 minutes apart from each other. Both techs arrived at the main entrance in the building where there is a security/concierge desk. Once there, they called down to me where I went up to receive them. In both instances the same security personnel was at the main desk who decides if you must sign in/ receive a visitor pass.
This is just a casual observation and as with such you may draw your own conclusions. I should note that the security personnel shares the same ethnicity as technician #2.
